“Implementación de la metodología de Monitoreo y Evaluación en la Dirección Regional Agraria Lima”, es el curso taller que esta desarrollando el Programa de Servicios de Apoyo para Acceder a los Mercados Rurales (PROSAAMER), Programa de Inversión Pública del Ministerio de Agricultura y la Dirección Regional de Agraria de Lima, evento a desarrollarse del 10 al 12 de Febrero del año en curso.
Como antecedentes, debe destacarse que durante el año 2007, PROSAAMER llevo a cabo la formulación de una metodología de planeamiento estratégico y operativo, contando con el aporte de funcionarios de planificación de las Direcciones Regionales Agrarias y MINAG, la misma que ha sido empleada para la elaboración durante el año 2008 de los planes estratégicos regionales del sector agrario en 24 regiones del país.
Es importante mencionar, que la metodología de Monitoreo y Evaluación es un instrumento de gestión que ha sido desarrollado durante el año 2008 por PROSAAMER, habiéndose realizado un trabajo de validación en la región Huanuco en el mes de Noviembre de 2009, con el propósito de estandarizar los procesos de monitoreo y evaluación al interior de los organismos del Sector Público Agrario, tanto de nivel nacional como en los ámbitos regionales, permitiendo de este modo generar información para la toma de decisiones respecto al logro de los objetivos de la Política Agraria.
Con este propósito, luego de pasar por un proceso de selección, se ha contratado al Consorcio PACT PERU – Fundación Suiza de Cooperación para el Desarrollo Técnico- SWISSCONTACT, estimándose culminar con la implementación de la metodología de monitoreo y evaluación en el MINAG y 24 DRAs durante el mes de junio del 2010.
