Parlamentarios de diversas bancadas demandaron el fortalecimiento del Centro Nacional de Planeamiento Estratégico (Ceplan) para impulsar su trabajo en los próximos años y así potenciar sus capacidades en el diseño de políticas de gobierno.Durante la presentación del presidente del Ceplan, Germán Alarco, ante la Comisión de Descentralización, Regionalización, Gobierno Locales y Modernización de la Gestión del Estado, los legisladores propusieron una serie de medidas para ese fortalecimiento.
Al respecto, el titular del Ceplan informó que la entidad que dirige renació débil en el 2008, con poco presupuesto, sin participación en los programas de inversión y la cooperación técnica internacional, además de su mínima representación en el proceso presupuestal.
Luego de realizar un análisis histórico, Germán Alarco consideró que la planeación en el Perú no debe llegar tarde, circunscribirse a un registro ordenado de hechos consumados, ser un cuadro decorativo, dejarse avasallar por la coyuntura, estar orientada de arriba hacia abajo, ni generar documentos que pocos leen.
A su turno, el parlamentario Yehude Simon (APGC) expresó su apoyo a la institución y dijo que desde el Congreso puede apoyarse al CEPLAN en función de lo que su presidente pueda precisar.
Luego, el congresista Justiniano Apaza Ordóñez (NGP) mostró su insatisfacción respecto de la situación de la planeación y dijo que el Ceplan no ha cobrado representatividad por incapacidad de quienes tuvieron el manejo de la institución y por desidia de los gobernantes.
En otro momento, el legislador Fernando Andrade Carmona (AP) propuso seguir con el Plan Estratégico de Desarrollo Nacional al 2021 presentado por la gestión anterior y de esta manera avanzar como en otros países.
Al respecto, el titular del Ceplan informó que recientemente el Gobierno aprobó por DS 089-2011-PCM del 29 de noviembre del 2011, la autorización para iniciar el proceso de actualización del Plan.
“Va a considerarse una visión estratégica de país, las visiones de las regiones y sectores; es decir, vamos a dar un salto cualitativo con respecto al documento del gobierno anterior, entre otros”, acotó el funcionario.
Alarco destacó que en el Plan actualizado debe mantenerse un perfecto balance entre las políticas de Estado establecidas por el Acuerdo Nacional e incorporar los lineamientos del actual gobierno.
Por su parte, Aldo Bardales Cochagne (GPF) dijo que el Perú y sus regiones viven en crisis porque se ha dejado de planificar.
En ese sentido, propuso crear una ley de carácter obligatorio para que los gobiernos regionales inicien un proceso de planificación con la intervención de especialistas.
