DECRETO DE ALCALDIA N° 011-2019-MPH
EL ALCALDE DE LA MUNICIPALIDAD PROVINCIAL DE HUARAL
CONSIDERANDO:
Que, las Municipalidades son Órganos de Gobierno Local, con personería de Derecho Público y gozan de autonomía política, económica y administrativa en los asuntos de su competencia, conforme lo establece el Artículo 194º de la Constitución Política del Perú, concordante con el Artículo II del Título Preliminar de la Ley Nº 27972 – Ley Orgánica de Municipalidades.
Que, de acuerdo a lo establecido en el Artículo 6º de la Ley Orgánica de Municipalidades – Ley Nº 27972, el Alcalde es el Representante Legal de la Municipalidad y su máxima autoridad administrativa; correspondiéndole dictar medidas de Participación Vecinal.
Que, de conformidad a lo preceptuado en el inciso 6) del Artículo 93º del cuerpo normativo municipal, dentro de las facultades especiales de las Municipalidades se encuentra la de disponer la pintura periódica de las fachadas y el uso o no uso de determinados colores.
Que, el 28 de Julio del presente año, se celebra el 198° Aniversario de la Proclamación de la Independencia del Perú, conmemorándose el grito de libertad del yugo español en la Plaza de Armas de Lima, por el generalísimo don José de San Martín.
Que, con tal motivo durante el mes de julio se realizan diversas actividades patrióticas que fortalecen los sentimientos de identidad nacional y profundo respeto y amor a nuestros símbolos patrios; por ello la Municipalidad Provincial de Huaral considera conveniente resaltar este hecho trascendente, como una demostración de especial civismo, disponiéndose el embanderamiento general de todos los inmuebles en nuestra jurisdicción.
ESTANDO A LO EXPUESTO Y EN USO DE LAS ATRIBUCIONES CONFERIDAS POR EL INCISO 6) DEL ARTICULO 20º DE LA LEY ORGÁNICA DE MUNICIPALIDADES – LEY Nº 27972;
DECRETA:
ARTÍCULO PRIMERO.- DISPONER el EMBANDERAMIENTO GENERAL de las viviendas, locales comerciales e Instituciones Públicas y Privadas con sede en nuestro distrito capital de la Provincia de Huaral, desde el 10 hasta el 31 de Julio del 2019; con motivo de conmemorarse el Centésimo Nonagésimo Octavo CXCVIII Aniversario de la Independencia del Perú.
ARTÍCULO SEGUNDO.- De conformidad con lo establecido en el Decreto Ley N° 11323 del 31 de marzo de 1950, es obligatorio el uso de la Bandera Nacional (de forma rectangular, con los colores nacionales, sin escudo), encontrándose reservado el Pabellón Nacional (con el Escudo Nacional al centro) para uso en los edificios de instituciones del Estado.
ARTÍCULO TERCERO.- INVOCAR a los vecinos del Distrito Capital de la Provincia de Huaral, cumplir con la limpieza y pintado de las fachadas de sus predios, para mejorar el Ornato de la Ciudad; invitándolos a concurrir y participar de los Actos Celebratorios por el Aniversario Patrio.
ARTÍCULO CUARTO.- OFICIAR a las Empresas Telefónica del Perú S.A., Edelnor S.A. y EMAPA HUARAL S.A., a fin de que cumplan con la limpieza y pintado de sus postes e instalaciones.
ARTÍCULO QUINTO.- ENCOMENDAR a la Gerencia Municipal, Gerencia de Servicios a la Ciudad y Gestión Ambiental, Gerencia de Seguridad Ciudadana, Gerencia de Fiscalización y Control y a la Sub Gerencia de Imagen Institucional, cumplan con la difusión e implementación del presente Decreto de Alcaldía, en lo que les corresponda.
ARTÍCULO SEXTO.- ENCARGAR a la Sub Gerencia de Tecnologías de la Información y Sistemas, que el presente Decreto de Alcaldía sea Publicado en la Página Web de esta Corporación Edil (www.munihuaral.gob
