No tienen datos exactos de cuántas extorsiones se ordenaron del penal de Piedras Gordas, pero sí se sabe con certeza que unos 40 empresarios, comerciantes y transportistas de Lambayeque abandonaron sus negocios por las amenazas que realizaba un grupo de hampones desde esta cárcel de máxima seguridad.
Una acuciosa labor de inteligencia permitió a la Policía, al Instituto Nacional Penitenciario y al Ministerio Público identificar plenamente a una red de extorsionadores que operaba desde dicho centro carcelario ubicado en el distrito limeño de Ancón.
Uno de ellos es nada menos que Evelio Armando Torres Villalobos, (a) Chico Dinamita, cabecilla de la banda Los Malditos del Norte. Este sujeto fue sentenciado el año pasado a 14 años de prisión por el delito de extorsión.
Según la Policía, es experto amedrentando a sus víctimas dejándoles notas con su firma y un explosivo.
Una de sus víctimas fue el empresario José Luis Mercado Muro. También los Lossa Oyola, dueños de restaurantes.
Otros hombres de negocios y transportistas de Lambayeque y Trujillo también fueron extorsionados por este prontuariado delincuente.
Torres Villalobos llegó a compartir celda en el penal de Picsi con el temible hampón José Luis Torres Saavedra, (a) El Burro.
No actúan solos
A este extorsionador se le encontró dos celulares y varios chips con los que establecía enlaces con sus víctimas en la región Lambayeque.
‘Chico Dinamita’ permanece en Piedras Gordas, donde cumplirá su condena luego de que fuera sentenciado por el Poder Judicial. «Como no hay otros procesos pendientes ha sido recluido en ese centro penitenciario», dijeron en Lima voceros del Instituto Nacional Penitenciario.
Pero, de acuerdo con la investigación policial, Evelio Torres no actuaba solo.
Su red estaba conformada por los internos Freddy Ronald Carranza Duque, (a) El Orejón’; Santos Sánchez Coronel, (a) Ñato Sánchez; y Marcos Calderón Pérez (a) ‘Flaco Marcos’. Estos delincuentes generalmente ordenaban a sus cómplices libres ejecutar sus amenazas cuando las víctimas no cedían a sus requerimientos.
El dinero que exigían variaba de acuerdo con los recursos o patrimonios aparentes con los que contaban los extorsionados.
Los requerimientos aumentaban cada cierto tiempo, al punto de que para muchos se volvieron materialmente impagables y tuvieron que huir ante las amenazas de muerte.
«En el norte del país abundan los casos de salvajes asesinatos, violaciones, lesiones y robos que ilustran hasta dónde llegan estos criminales cuando no les entregan las sumas monetarias que les son exigidas”, aseguró un alto oficial de la Dirincri.
Inteligencia en penales
«El trabajo coordinado entre la PNP, el INPE y el Ministerio Público viene permitiendo neutralizar el accionar de estas organizaciones criminales que operan desde las cárceles», reveló el jefe de la Dirincri, general César Cortijo.
El año pasado la Policía desbarató 16 bandas que operaban en distintas prisiones de Lima. Fuera de otras dependencias policiales solo en la Dirincri el año pasado se recibieron 369 denuncias de chantaje. ❧
95% de llamadas sale de penales
De acuerdo con las investigaciones de la Dirincri, el 95% de las llamadas telefónicas para extorsionar se efectúa desde los penales de Lima, según las solicitudes de levantamiento del secreto de las comunicaciones hechas por el Poder Judicial ante las denuncias policiales.
Este reporte de llamadas incluye la localización geográfica desde el lugar donde se hicieron estas comunicaciones: Lurigancho, Castro Castro, Piedras Gordas y el penal de Mujeres de Chorrillos.
Agentes de la División Antisecuestros aseguran que, en su mayoría, los reos que se dedican a esta actividad tienen contactos fuera de los penales para llevar arreglos florales, dejar explosivos o cobrar el dinero.
Las extorsiones se traducen en presiones mediante amenazas de muerte para que las víctimas entreguen dinero en forma semanal o mensual a cambio de no ser agredidas.
