Bono a independientes: Reniec otorgará certificados de inscripción gratuitos para cobrar beneficio

Los trabajadores independientes que recibirán un bono de 380 soles podrán cobrarlo identificándose con un certificado de inscripción, también conocido como C4, si es que no cuentan con su Documento Nacional de Identidad (DNI) debido a un robo o pérdida. 
Precisamente, para facilitar esta entrega, el Registro Nacional de Identificación y Estado Civil (Reniec) dispuso la gratuidad de la primera emisión del certificado de inscripción, de conformidad con lo establecido por la Resolución Jefatural N° 000048-2020/JNAC/RENIEC, publicada en El Peruano. 
La validación de datos requeridos para el cobro del denominado Bono Independiente se lleva a cabo mediante la plataforma www.bonoindependiente.pe que el Ministerio de Trabajo y Promoción del Empleo habilitó a fin de que los beneficiarios que no tienen una cuenta en el Banco de la Nación accedan a la Banca Celular de esta entidad. Así, ellos pueden cobrar en agentes Multired y cajeros automáticos del Banco de la Nación, y ya no es necesario que se acerquen a sus ventanillas.
Sin embargo, si el beneficiario carece de DNI o no puede completar el registro de sus datos, debe validar su identidad con un Certificado de Inscripción (C4), que podrá usar una vez que se habilite el cobro presencial en el Banco de la Nación.
Además de la foto del ciudadano, el Certificado de Inscripción (C4) muestra los datos declarados ante RENIEC o extraídos de los documentos presentados al solicitar un DNI. Toda esta información se presume que es veraz, pues –al realizar un trámite presencial– el ciudadano firma la ficha registral donde se consigna, lo que le confiere el carácter de declaración jurada.

 El Certificado de Inscripción (C4) cumple la función identificadora del DNI de manera excepcional, mientras se mantiene el Estado de Emergencia Nacional. Así lo informó la Resolución Jefatural N° 000043-2020/JNAC/RENIEC –publicada el 17 marzo 2020 en El Peruano–, la misma norma que, para el mismo periodo, ha prorrogado la vigencia de los DNI caducos.
Debido a que las agencias y oficinas del RENIEC se encuentran cerradas, se ofrece de manera virtual el Certificado de Inscripción (C4) como documento sucedáneo del DNI. Para los beneficiarios de bonos, sean independientes o dependientes, el acceso al certificado es gratuito a fin de que cuenten con un documento que les permita recibir el subsidio monetario entregado por el Gobierno.

Es posible descargar e imprimir un Certificado de Inscripción (C4) en www.reniec.gob.pe, eligiendo las opciones Servicios en línea y Obtención de Certificado de Inscripción (C4).Quienes necesiten un Certificado de Inscripción (C4) pero no recibirán ningún bono pueden obtenerlo en la página web del RENIEC pagando previamente S/ 4.50. 
El pago se efectúa con una tarjeta de débito o crédito Visa, Mastercard o American Express de cualquier entidad financiera a través de Págalo.pe, plataforma del Banco de la Nación. 
También se puede pagar con tarjeta de débito o crédito Visa en un agente Multired del Banco de la Nación o en el Banco de Crédito (por Internet o agente BCP). Si tienen DNI electrónico, pueden tramitar el C4 a través del Portal del Ciudadano.
Los bancos y otras entidades tienen la posibilidad de verificar la autenticidad de un Certificado de Inscripción ingresando a www.reniec.gob.pe / Servicios en línea / Validación de Certificado de Inscripción (C4).
