Las organizaciones políticas y alianzas electorales habilitadas tienen plazo hasta el 5 de julio para inscribir sus listas de candidatos con miras a las elecciones regionales y municipales del 3 de octubre de 2010, informó hoy el Jurado Nacional de Elecciones (JNE).
Esta fecha se determina de conformidad con los artículos 12 y 10 de la Ley de Elecciones Regionales (N° 27683) y Ley de Elecciones Municipales (N° 26864), respectivamente, los cuales establecen que las inscripciones podrán hacerse hasta 90 días naturales antes de la fecha de las elecciones.
Para la elección regional, el candidato debe presentar de manera conjunta una fórmula de candidatos a la presidencia y vicepresidencia y una lista al consejo regional, acompañado de una propuesta de plan de gobierno, según el artículo 12 de la Ley 27683.
Asimismo, la lista de postulantes al consejo regional debe estar conformada por el número de candidatos para cada provincia, incluyendo igual número de accesitarios.
Por su parte, el artículo 10 de la Ley 26864 precisa que la lista de candidatos para la elección municipal debe contener el número correlativo que indique la posición de los postulantes a regidores en la lista.
Se debe acompañar, además, una propuesta de plan de gobierno municipal provincial o distrital según corresponda, la cual será publicada junto con la lista inscrita por el Jurado Electoral Especial de cada circunscripción.
Tanto en el proceso regional como en el municipal, el postulante que integre una lista inscrita no puede figurar en otra lista de la misma u otra circunscripción y tampoco puede postular a más de un cargo.
Cuotas electorales
Igualmente, en ambos casos la relación de candidatos debe considerar no menos de 30% de hombres o mujeres, no menos de 20% de ciudadanos jóvenes menores de 29 años y un mínimo de 15% de representantes de comunidades nativas y pueblos originarios en cada región donde existan, conforme lo determine el JNE.
De otro lado, cabe precisar que el 5 de febrero vence el plazo para la renuncia de afiliados a partidos políticos para que puedan ser candidatos por otra organización política, según lo estipula el artículo 18° de la Ley de Partidos Políticos.
La renuncia al partido se realiza por medio de carta simple o notarial, o documento simple, entregado en forma personal o remitido vía correo certificado, telefax, correo electrónico o cualquier otro medio que permita comprobar de manera indubitable y fehaciente su recibo y quién lo hace por parte del órgano partidario pertinente.
Además, es imprescindible presentar una copia a la Oficina de Registro de Organizaciones Políticas.
Dicha renuncia surte efecto desde el momento de su presentación y no requiere aceptación por parte del partido político.
